    黄塍镇位于县东北郊8公里处，南与开发区融为一体，西接泾河镇，东北紧邻曹甸镇，同三高速公路穿境而过，距同三高速宝应出口处只有6公里，宝曹公路贯穿全镇南北，宝曹河与南溪河集镇段“十”字交汇，水陆交通十分便利。镇域面积42.6平方公里，共有耕地面积27219亩，养殖面积3195亩。镇域8个行政村（94个村民小组），1个居委会（3个居民小组）。全镇总户数7486户，总人口26348人。共有29个单位，27个党支部，979名党员。
    2006年实现国内生产总值2.48亿元，比上年增长16%，其中第一产业8499万元，第二产业8855万元，第三产业7448万元，分别比上年增长12%，19%和16%。居民银行存款余额1.29亿元，农民人均纯收入5894元。
    全镇共有工业企业176家，完成产值4.88亿元，开票2.9亿元，规模企业销售3.3亿元。列统企业12家。
    建筑业施工面积52万平方米，其中，双包面积10万平方米。施工产值4.5亿元，增加值1.1亿元。拥有施工队伍11支，成建制输出4300人。
    黄塍镇隶属扬州市宝应县，位于中国东部沿海，江苏省中部，北和周恩来总理故乡淮安市相邻，京杭运河、京沪高速公路纵贯其境，是著名的“鱼米之乡”、“中国荷藕之乡”，国家首批生态示范区，全国绿化先进县。黄塍镇紧靠宝应县城，与县经济开发区连为一体，距京沪高速宝应进（出）口仅4公里。境内形成了以京沪（北京——上海）高速公路为主干，苏216省道、盐金国防公路为骨架的“二纵一横”公路网络。周围有上海、南京、常州、盐城、徐州、连云港机场，京杭大运河为二级河道，可通航2000吨级顶推驳船。

HUANGCHENG - THe treasured place of investment and revitalizing industry
    Huangcheng Town is under the jurisdiction of Baoying County, Yangzhou, Lies in the eastern coastal area of China, middle part of Jiangsu Province and close to Huaian City which is Premier Zhou En-lai's homeland, the Grand canal of Hangzhou-Beijing, the expressway of Beijing - Shanghai passes through its border. It has the praise of a land of plenty and township of the lotus root, and is the first batch of national ecological demonstration garden, advanced county in making green in the whole county. Huangcheng Town is close to Baoying County and united into an organic whole with the economic development zone in the county. It is only 4 kilometers from exits (entrances) from Baoying County. “黄塍沟”的传说——
    黄塍原名“黄塍沟”，相传，唐朝尉迟恭后裔尉迟青山曾带兵到此，欲为皇子造皇城而留下城沟，故名“皇城沟”，后讹称为黄塍沟。黄塍自古商贸繁荣，历史悠久，有着光荣的革命传统，是苏北抗日根据地的重要组成部分。
Legend of "HUANGCHENG Ditch"——
    Huangcheng's former name is "Huangchen Ditch", tradition has it that Wei Qingshan a descendant of Yu chigong in Tang dynasty took soldier to here and wanted to build imperial city for emperor's son and leave this city ditch. so called the ditch of imperial city. and later it is spread wrongly as Huangcheng Ditch. Huangcheng is prosperous in trade and business from ancient time, and with long history, It has glorious revolutionary tradition and is ansimportant component of the Anti-Japanese base of Northern  Jiangsu.
